A participação da sociedade civil na construção de políticas educacionais: A Carta de Goiânia na redemocratização brasileira

This article explores the participation of civil society in the development of educational policies during the Brazilian redemocratization process, through the lens of the Goiânia Charter, drafted at the 4th Brazilian Conference on Education (CBE) in 1986. The study analyzes how organizations and social movements influenced democratically produced educational policies, particularly regarding the appreciation of teachers, and poses the following questions: How did popular participation in the Goiânia Charter impact educational policies and the teaching profession? Using Laurence Bardin’s (2011) content analysis method, we examine the 21 principles of the Charter, grouping them into five categories. The results show that the Charter inspired the drafting of the 1988 Constitution and the Law of Guidelines and Bases of Education (LDB), which established education as a fundamental right. It is therefore inferred that the Goiânia Charter became a milestone for educational democracy, although continuous vigilance is imperative to realize its ideals.
