The educational reform implemented in the 1990s boosted the increase in elementary school enrollment in municipal networks and the decrease in state networks, especially after Fundef. Municipalities' responsibilities for enrollment
increased, while the results of large-scale evaluations accelerated discussions about low quality at this level of education. This article, of qualitative character, aims to trace the school performance profile in terms of quality and educational equity of municipal education networks in Rio de Janeiro from the microdata of the 5th year elementary school students questionnaire in the evaluation of mathematics discipline of Prova Brasil in 2011. Analyzing the educational networks of the cities of Rio de Janeiro, with the exception of the Capital, it was found that quality with equity in education is still a goal to be achieved by most municipalities, therefore, a challenge for public managers in the coming years.
